On February 24, 2026, the New Orleans Bar Association Board of Directors passed a resolution memorializing Dr. Norman C. Francis.

Resolution

Whereas, the Supreme Being, in His Infinite Wisdom, has called to His eternal reward our friend and colleague

Dr. Norman C. Francis;

Whereas, through his diligent and conscientious devotion to civil rights, education, and the practice of law, he distinguished himself as a testament to the nobility of a life given in service; and

Whereas, his principles, ideals, and understanding emphasized his sterling character, shaping generations with his unwavering belief that education and justice exist as a living covenant between society and its most sacred aspirations; and

Whereas, he will long be remembered as a leader of great consequence who kindled the flames of knowledge and justice in the hearts of all and stood with moral courage and steadfast resolve to ensure that the promise of equality be made whole;

Therefore, Be It Resolved, that the Board of Directors of this Association, in the name and on behalf of the membership, express to his family deep sympathy for their great loss, and that a page of the minute book of this Association be dedicated to his memory.

Be It Further Resolved that the Secretary of this Association is hereby directed to send a copy of this resolution to the family of our deceased colleague.
